Research On Evaluation And Selection Of Project Contractor

Since the engineering tendering system came into use in1984in China, more andmore construction projects have been finished by professional contractors, and theconcept of contractor has attracted increasingly more attention. A great number ofpractices show that companies should focus on their core competitiveness forlong-term development and the construction projects that they are not good at but areindispensable to the development of companies should be done by more appropriatecontractors. Choosing a proper contractor can enable the construction project to befinished within the scheduled time limit in an efficient way while both quality andquantity are guaranteed. Therefore, how to evaluate and reasonably select contractorsof construction projects has become an urgent problem at the moment.Based on the analysis of related articles about the evaluation and selection ofconstruction project contractors, this paper explains the meaning of constructionproject, requirements for and process of selecting contractors, and introduces severalcommon evaluation methods. It points out the problems in selecting and evaluatingconstruction project contractors. Problems in evaluating contractors includenonstandard evaluation process and incomplete evaluation index system and thatevaluation methods are not perfect; problems in selecting contractors lie in focusing oncurrent interests while overlooking long-term interests, pursuing big and powerfulinstead of choosing more appropriate contractors and there are nonstandard andunreasonable acts in the selection process. Through studying the contractor evaluationindexes in35articles at home and abroad and on the basis of analyzing the factorsaffecting the evaluation and selection of contractors in practical operation, this paperproposes the comprehensive evaluation index system for construction projectcontractors. It conducts mathematical model analysis for indexes evaluatingconstruction project contractors with grey analytic hierarchy process evaluationmethod; it also applies this method to the evaluation and selection of contractors of pilefoundation project of high-class impatient building of G hospital, illustrates the processof using contractor selection model and verifies the practicability and scientificity ofthe model. Finally, this paper gives corresponding suggestions in microscopic andmacroscopic ways on problems in evaluating and selecting construction project contractors. The macroscopic suggestions include improving laws and regulations,tightening up the legal system and enhancing supervision, maintaining order in theindustry; microscopic suggestions contain getting all information about the contractorbefore bid evaluation, enhancing qualities of related personnel involved in theevaluation and improving the selection process and evaluation standards of contractors.The research in this paper puts forward the problems in evaluating and selectingthe construction project contractor, comes up with corresponding solutions for theseproblems and perfects the comprehensive evaluation index system for evaluating andselecting construction project contractors to provide certain theoretical basis andpractical reference for the evaluation and selection of contractors.
