During the course of industrialization, we should stick to this point. Both industry and agriculture are the important target in the civil economic development and they are equal from certain degree. During the course of industrialization, taking agriculture as the implement situation should be avoided and the important of agriculture should be realized deeply especially when China implements the policy of coming true of agriculture's basic status. Civil economic balanced development requires for coordination among different departments which refers to one part of the whole civil economy. The degree of coordination decides on the function of the whole economy, so the balance and coordination development should be remained. Balance and coordination is the basic for the perception of Bukharin's perception of civil economic balanced development and the balance is not static but dynamic and harmonious development. Balance is not even but coordinating relationship.Bukharin's perception of civil balance theories consider the situation in Russia at the time, Leninism about socialist construction raised by Lenin at old age, which contains rational and scientific factors and enrich and develop the Maxism's economic theories.The balanced development of industry and agriculture is the one of Bukharin's civil balance theories. The option of Bukharin's industrialized roads undoubtedly provide us with this kind of thinking: harmonious society, civil economy's benign, health and balanced development is required. The balanced development of industry and agriculture comes first.Since our country was founded, we implemented the strategy for a long time that more attention is paid to the cities and heavy industry has priority. On the base of considering Bukharin's balanced development perception between industry and agriculture, now we should take the measures that industry feeds agriculture, city supports country and the development of cities and countries are coordinated while unifying industry and agriculture.The benignly-developed civil economy is built on the basis of coordination development between industry and agriculture but it's not all about it. The healthy civil economy also requires to keep the balance of industry and agriculture, accumulation and consumption and in- agriculture or any weak point will delay the civil economy is healthy development and hinder the industrial procedure.Based on the strategy of gradient unbalanced development that is'negativity of negativity', our party and country puts forward the scientific development perception. This strategy means building a balanced and coordination mechanism, balancing the relationship of various interest group industrial groups, human and nature and island are overseas containing balance and coordination development civil economy. With reference to balanced and coordination mechanism, recently the scientific development perception should be implemented wholly.With the development of China's reform and opening polity to the outdoors, scholars reconsider Bukharin's theories of civil balanced development and appraise it highly. His many perceptions in his economy thinking have the phenomenal similarity with our reform practice.
