The Labor Relation is an important constitute part of the social production relations, and also is the base of social relations. The harmonious labor relation is the base of the harmonious society. The characteristics of the harmonious society represented on the labor relations, just enable the laborers to engage the labor more dignifiedly, work more protectively, earn more fairly and live more safely.The purpose of setting up harmonious labor relations is for exploring harmoniousness in the development and exploring a further development in the harmoniousness. The great significance of establishing harmonious labor relations manifests: That is an inevitable choice to realize and keep on healthy development for business enterprise organizations; and it's an inevitable request to set up socialistic harmonious society and carry out the middle-class family social grand target completely; and it's the basic embodiment in implementing socialism scientific development view. Therefore an urgent matter we must do is to resolve disharmonious problems of the labor relations and set up harmonious labor relations.According to the characteristics, present condition and problems of our country labor relations, constructing a harmonious labor relation, we should have to build the system of harmonious labor relations together from the macroscopic environment to microcosmic environment that influences labor relations, from the both parties of labor relations (such as employer and employee) to correlative units (such as government, trade union and entrepreneur association), so constructing a harmonious labor relation is a social stereoscopic engineering. For this, the countermeasures and suggestion that sets up a harmonious labor relation should be: To construct a stereoscopic system of the "four in one combination" harmonious labor relations, including: First, the scientific management should be put into practice by the government Second, the business enterprise units should push actively. Third, the Trade Union should supervise, fulfill and vindicate positively. And last one, the worker should participate in management actively, join the trade union and improve ability.
