The arrival of the knowledge economy era and the development of the strategic human resources management, that put forward new requirements to the performance management. And the development of performance management showing a new trend , the strategic performance management have emerged. Strategic performance management is not only concerned about the performance of the past, but also pays more attention to the future performance. To resolve this issue, we should be more concerned about "people" in the role of performance management, therefore, we will use competency for the study of performance management. Competency can measure exterior competency and potential competency of the employees more comprehensively, that can distinguish excellent performance and ordinary performance. Doing performance management with the competency, the staff can improve performance fundamentally. Based on this, it will be the main purpose of the study, that competency how to use in all aspects of the performance management practice.This article studied the strategic performance management based on competency systemically. First of all, on the basis of the literature review, it put forward a new trend of the strategic performance management in future. Secondly, the article made the competency in literature review, and summed up the steps to founding competency model. Then, the article focused on the operation process of the performance management based on competency and analyzed its support systems. Afterward, the paper described the issue that should be pay attention to in the implementation. Finally, the performance management based on competency was concluded.In the research, this article mainly used the literature methodology, the standard methodology and the compare methodology. On the basis of concluding the predecessors' study, this article had four main possible innovations. Firstly, the full text discussed the research of the performance management based on competency from a strategic point of view. Secondly, the new development trends of strategic performance management were summarized. Thirdly, it cleared up the process of founding competency model again. Fourthly, it summarized the five basic steps of the performance management based on competency. And in the performance plan stage, M-PARTS principle was proposed. In the performance feedback stage, it was proposed that the results of performance appraisal with the competency model fed back to the staff. The feedback information was improving performance from the 360°feedback.In performance management based on competency, the advantages of competency model will play a stronger role in performance management, and the promoting performance management will also improve the competency model. They are a dynamic and matching relationship. Performance management based on competency is oriented by competency, it combines every step from the performance management system with the strategic goal of the organization. And it enhances the strategic position of the performance management and is a strategic performance management tool. It is in line with the new trend of strategic performance management. This kind of strategic performance management tool manages the entire process of performance management, and is not just the performance appraisal based on competency. It improves old performance management tool, rather than detaches from the original performance management completely. Therefore, the research of performance management based on competency has a profound practical significance.
