This paper conducts a case analysis on the Fenshui town of Wanzhou district. Optimal models of environmentally-friendly Water-industrial structure and agricultural industry are established on the basis of field investigation, data collection, monitoring and mathematic modeling. An in-depth investigation, analysis and evaluation on the current situation of industrial structure and water pollution are also implemented. The optimal scheme of the industrial and agricultural structure in11th Five-Year Plan is achieved via the solution to the model. This research is vitally important to strike the balance between the construction of the industrial structure and water pollution problems. Besides, it is also valuable to provide some theoretical foundation to the substantial development of social economy as well as environment in the process of urbanization.The main results are as following:In 2005, among all the COD pollution discharged into the water of Fenshui town, nonpoint sources pollution is amount to 67% and point sources pollution is amount 33%. Surface pollution mainly consists of 71.5% pollutants discharged from livestock farms and 25.65% pollutants produced by soil erosion, while life rubbish is only amount to 2.9%. Effluent pollution is composed of 66%industrial waste water and 34% sanitary waste. The result of monitoring Rangdu River and Ruxi River proves that the COD, BOD5, and TN of Rangdu River are highly over the index. All the standard index of the water quality of Ruxi River is lower than 1 and only qualified to Level III. But because of the effluent pollutants discharged from the factories, soil erosion and chemicals make the situation even worse.The water pollution of Fenshui town is closely related with the incomplete wastewater processing factory, the unbalanced structure of its industries, the heavily polluted factories and the overload traditional farming and nonpoint sources pollution.In the optimal model of industry structure, the optimum design objects are maximum gross industrial product and minimum discharged amount of COD. The constraint condition is that discharged amount of COD less than the water environmental capacity of Rangdu River, water demands and cost of treating with wastewater. Research results show that timbering industry and machine industry will be given economic priority, textile industry and food industry will be developed stably, paper manufacturing industry and mining industry will be developed slowly, meanwhile, will gradually perfect other industries.In the optimal model of agriculture structure, the optimum design objects are maximum gross agricultural product and minimum discharged amount of COD. At the same time, the model sets up some constraint conditions on controlling the discharged amount of 50% COD and soil erosion. The analysis on the optimal agriculture model in 2010 proves that the cost effective structure could be achieved by adjusting the planting structure, appropriately reducing the cultivation area, enlarging the cultivation area of bamboo woods, traditional Chinese herbs and cash crops, greatly developing forestry and scientifically enhancing livestock farming and utilizing the dejecta of poultry.
