March 2015, Government Work Report emphasis "promote pollution control in key river valleys".On April 2015, the State council announces 《Water Pollution Prevention Plan of Action》, one of the views points that to achieve the goal of river basin water quality improvement, we can focus on the reasonable industrial development layout, structure and scale. Recently, the government have attached great importance to the water environment problems the polluted rivers appeared, the influential factors such as industrial development、 farming and the development of urbanization have caused great pressure to the water quality, the water environment problems have been the restricting factors in the sustainable development of the region 。Recently, social economy developed rapidly and steady, but we ignore the influence of we have caused to the water environment. Structure of heavy chemical industry spread in the middle and lower reaches of liaohe river basin, besides, Structure of farming and livestock in the upstream, together, cause the pressure. Especially the industrial development can not be ignored. In 2013, liaohe basin for mild pollution as a whole. In the 50 section of liao river monitoring, I-III, IV V and substandard V class water ratio of 46.0%,50.0% and 4.0% respectively. Biochemical oxygen demand, cod, petroleum and permanganate index have been the major pollution indicators. Among them, the liaohe river for light pollution, Liaohe main tributaries is moderate pollution. Chemical raw materials and chemical products manufacturing, agricultural food processing industry, coal mining and washing industry, ferrous metal CaiXuanYe occupy the first four in industrial waste emissions. In liaohe river basin based on the analysis of the social and economic development bottleneck to evaluate rationality of industrial structure, starting from the influence factors of industrial structure adjustment, in the industrial spatial layout to know about the present situation of liaohe river basin on the basis of industry for the development of the liaohe river basin in the rationality sort. Building on the basis of industrial layout adjustment, at the same time combining foreign cross-domain coastal industrial layout optimization of river basin management experience analysis, from the Angle of liaohe basin entirety coastal area industry layout optimization adjustment suggestion is put forward.The research results indicate that The main industry for the long-term development of the liaohe basin are rubber and plastic products, instrumentation, electronic equipment, transportation equipment, etc. The equipment manufacturing industry, not suitable for river basin development main industries of petroleum processing, wood processing, textile, food manufacturing, agricultural food processing industry, etc. On this basis, the condition of each region, targeted for regional development mode of industry, provide reasonable adjustment of industrial structure, optimize the industrial layout policy Suggestions...
