A Study On The Regional Coordinating Organization Under The Theory Of Governance

With the increasingly fierce economic competition, the prominence of government fragmentation, the change of regional innovation mode, and the non-clarification of subject function in the harmonious development of regional economy, it has become particularly necessary and urgent to promote regional harmony in our regional unification process. Regional harmonization organizations first appeared in 1950s and have gained rapid development with the deepening of regional unification process. They have played significant roles in various fields including regional environmental protection, infrastructure construction and economic cooperation. Yet due to the short development time and instability of development base, they have confronted many difficulties, rendering them incapable of exercising full influence either in form or in function.The management theory advocates the participation of multilier interest subjects in public affairs management, including government, non-government organizations, private organizations and civil society, and initiates the construction of independent, self-governing, autonomous web system. In recent years, the incorporation of governance theory into regional public management research has become an issue of general interest in Western academic circle, especially in city geography, city sociology and city management. Therefore, it is vital to introduce the new governance concepts to guide the regional harmonization practice in our nation.Guided by the management concept, focusing upon the regional coordination organization, the present dissertation defines the key terms like region, regional coordination, and briefly reviews the previous studies about the management theory and relevant research development. It then tries to trace the evolution of China's regional coordination organizations, summarizes the modes and examines the progress and the existing problems in our country's regional coordination organizations. The dissertation draws upon the research mode and theoretical system of the West, explores the innovative ideas and means of regional harmonization with an eye to the reality in our country, and comes up with the initiative concept regarding the construction of multilier complex harmonization organizations. Through the auxiliary reform in conceptions, rules and laws, it is hoped that the organization system of regional harmonization will be an interconnected network so that the various social, economic and environmental issues in regional development will be effectively resolved.
