Project management draws enterprise management staff's attention for its advantage such as result-oriented, team-working, communication among departments or organizations, flexibility and dynamic management required. As interaction between project management and other disciplines, as well as widespread application of corresponding management technologies, the project management theory and its practical application are supposed to keep conformance with modern management trends, such as quick response to market requirements, higher resources allocation rate, less hierarchical organization and learning organization.However, the system is product of history. With the change of times, new position occurs, for example, modern projects are trending to be large on a scale, complicated in the structure. So new problems happened, such as the former centralized decision-making mode has faced some challenges; in the mean while, the information autonomy of functional departments, which exists in enterprises all the while for some reasons, has reduced the effectiveness of enterprises'decision-making. Facing the position, the study in the past laid particular emphasis in improving control technology, not management thought. In the article, the author makes an analysis of the problems in the aspect of organization and coordination, and presents the thinking of solving problem. For different specialty in each phase, the article studies the problems of organization and coordination in different phase.First, the article explains the basic matter of organization and coordination; second, it accounts for organization structure coordination in pre-implement. It includes the harmony of contract relationship and the selection of organization structure mode; third, it discuss the coordination of implement process; then, the personal quality is discussed for protecting the effective implement of project. Finally comparison and summed up a new method of decision-making—the method of coordinated decision-making was brought forward and discussed in this paper. In this method, certain mechanism is set up, so that each interrelated department which has its own interesting and maybe is geographically decentralized is treated as one of the participants, and the enterprise level decision-making is accomplished through the sufficient coordination among the departments by the mean of iterative information exchanging.
