In recent years, with the booming urban construction, construction investment has continued to increase, particularly in Chongqing, along with the Chongqing municipality and the state"development of the western region" policy, the next few years projects such as the construction of urban infrastructure will be in a phase of rapid development. Faced with such a situation of the scale, the entire human resources management of consulting industry is very scarce; especially the director and professional management talents are unable to meet the demand.This paper studies human resources management of project management enterprise. Firstly, the article outlines human resources of project management and the basic theory of human resource management, status of human resources in China, its own characteristics of project management enterprise and labor characteristics. The article analysizes of the basic theories of human capital, classification and the characteristics of the origin of human capital management, the nature and composition of management company, management of human capital management, and value of the position and role of human capital management companies in the enterprise, human capital management and the way to acquisition of human capital management and the importance of supervision of human resource management. Second, it analysizes the characteristics of the commissioner of corporate officers; the quality requirements of enterprise commissioner; training mechanism of human resource management; incentive mechanism of human Resource management; the use and performance assessment of human resources of management enterprise. Thirdly it anylisizes the cultural value and applications of project management, including the value culture of abstracting talent; establish of encouraging cultural value system of and improving the quality of learning. Finally, it analysizes human resources risk management of the commissioner, including the types of risks of commissioner of human resource management, the general risk management procedures of human resources, he causes of risk management of human resources of management enterprise, and the risk of human resource management.
