Vocational training is an effective ways which can enhance staffs professional skills,improve employees work efficiency,increase enterprises production and management efficiency,and promote the value of social human resources.However,vocational training is an investment activity that benefit and risk cannot be separated from each other.Affected by the training risks,enterprises are not willing to carry out vocational training.View of social human resources,it will affect the value-added in social human capital.Under this background,through analysis of the related research achievements of scholars at home and abroad,how to increase enterprises enthusiasm in carrying out vocational training are studied.First of all,the paper summarizes three aspects of research achievements about vocational training value,risk,and incentive mechanism of scholars at home and abroad.What's more,the paper introduce the meaning of human resources,vocational training,incentive mechanism and relevant incentive theory.Then,according to the different benefit body,the vocational training value is analyzed comprehensively from three aspects which are staff,enterprise and society.Especially the analysis of vocational training value in society,which extend the value from staff and enterprise to society,and that's the reason why government needs to take responsibility of vocational training.And then,analyzing the current situation of vocational training in our country and America through collecting and organizing related data.Compared with the vocational training in America,there are some problems and gaps in our country.What's more,analyzing the three major risk factors that influence the enterprise to carry out vocational training enthusiasm,lead to problems and gaps.Finally,proposing to construct vocational training incentive mechanism for the problem that enterprises are not willing to carry out vocational training.Under the study of relevant incentive theories,generalizing the vocational training incentive mechanism and making the operation mode of incentive mechanism.Based on the operation mode,vocational training benefits security mechanism,vocational training cost sharing mechanism and trained staff loss compensation mechanism which aim at training effect risk,training revenue risk and trained staff turnover risk are constructed.As well as making a series of methods to reduce risk that enterprises carry out vocational training and to guarantee enterprise investment returns.At last,achieving the goals to stimulate enterprises carrying out vocational training positively.The innovation points of the thesis are mainly embodied in research perspective,the operation mode of incentive mechanism and three main components of incentive mechanism are constructed.Firstly,analyzing from the view of social value of human resources,it can be found that vocational training has significance for social human capital value-added,reducing unemployment and maintaining the social stability.Thus,it's a mistake that let enterprises treat vocational training negatively so should collaborate enterprise,staff and government to build vocational training incentive mechanism.And then,under the guidance of incentive theory,the theoretical basis of vocational training incentive mechanism construction is analyzed,the basic operational factor of vocational training incentive mechanism is introduced and the operation mode of incentive mechanism is provided.Finally,three main parts of vocational training incentive mechanism are put forward respectively.Which aiming at three main risk factors which impact enterprises' motivation in carrying out vocational training.In the three main parts of vocational training incentive mechanism,mode of operation and a series of motivational techniques are proposed tentatively.
