The arrival of the experience economy tide and the existence of the tourism product life cycle and fashion cycle have claimed the tourism products innovation. At present, the tourism products innovation has entered the new phase of the regional tourism products innovation. Thus it is more and more important to enhance tourism industry competition advantage and promote tourism economy by conducting the thorough systematic research as well as putting forward the theory and method of the regional tourism products innovation. This paper was prompted by this research necessity and developed the study of the regional tourism products innovation system and its index system.This paper is divided into five chapters. The research theme namely the research of regional tourism products innovation system, within the first chapter has been put forward under the background of the experience economy era. Chapter two is theoretical foundation and the literature study. The regional economics theory, regional innovation system theory and the co-creating value theory had been carefully explained since they are the research foundation of the whole thesis, and then followed by summarization of the domestic and foreign research on the tourism products innovation.The third chapter is my paper's emphasis. After concluding the characteristic of tourism products innovation and emphasizing that the characteristic of co-creating value of innovation subject and object is the essential characteristic of regional tourism products innovation, author establishes the model of regional tourism products innovation system. This model, consisted of four elements (innovation subject, innovation object, bestowed resource, innovation environment) and four innovation process (innovation drive process, co-creating value process, feedback process of value, spillage process of innovation yield), is the abstract of regional tourism innovation system. The model's essential content is based on co-creating value by innovation subject and object's interaction and dialogue. For each of the four elements of the model has it's own characteristic (for instance innovation subject's duality, complex structure of innovation environment), author divides regional tourism products innovation system into six rule-element for quantitative analysis in the third section of the third chapter and designs evaluation index system of regional tourism products innovation system. The result of application Analytical Hierarchy Process (AHP) validates model's viewpoint. Case study has been used in the fourth chapter to reveal the status quo of the operation and development of the tourism products innovation system of ZheJiang province., and then the approach of improving the operation conditions of tourism products innovation system of ZheJiang province has been put forward. The fifth chapter is the conclusion and preview, in which the main points of the whole paper have been summarized and the shortcoming of this research, as well as the further research direction has been pointed out.The innovation of this paper are: First, a unique research angle, namely the co-creating value theory has been introduced within the analysis of the regional tourism products innovation system and has penetrated the whole analysis of the characteristic of tourism products innovation, the establishment of the model of the regional tourism products innovation system and evaluation of the index system. Second, the model of the regional tourism products innovation system has been constructed, and then the factors of the model and the operation process, as well as the model structure have been analyzed systematically.
