In recent 60 years, the Inner Mongolia Autonomous Region's economic development hasobtained a huge achievement, the economic output has increased nearly 8 times, and people'sliving standard and quality have been greatly enhanced. While the social economy isdeveloping, area industrial structure is also in unceasing evolution, and has profound changed.The constitution of primary industry,second industry and tertiary industry has alreadychanged from 71.1: 11.3:17.6 by 1952 to 15.1: 45.5:39.4 by 2005. At the same time, theindustrial structure evolution also made the labor employment condition changed. Theproportion of working population of primary industry,second industry and tertiary industry hastransformed from 87.63: 3.76:8.61 by 1952 to 53.83: 15.64:30.53 by 2005. It is without doubtthat the social economy and the lives of the people have got profound transformations and hugeprogress.In recent 60 years, the labor employment in Inner Mongolia area has been optimizedunceasingly along with the industrial structure evolution, and it presents different characters indifferent stages. But in recent years, the labor employment structure in Inner Mongolia areastarts to transform more slowly, and the unemployment rate starts to increase. The laboremployment faces problems such as the structure is unreasonable, transforming between theindustries becomes more difficulty, and the city's unemployment rate rises higher. It can besaid that, the social employment and the economic development have many uncoordinatedconditions. Although there are a lot reasons for this condition, but it has direct relations withthe characteristic of the area industrial structure evolution. The quick growth of the heavyindustry and the slow growth of the tertiary industry in Inner Mongolia, as well as theunreasonable system caused the problems. So the pressure of social employment increases.Furthermore, this also caused the urbanization advancement to be slow, and the enhancementof people's whole quality of life to be tremendous influenced. So Inner Mongolia should takethe improving of employment as an important development goal, and work hard to realize theharmonious development of the local economy and labor employment by reforming thesystems and adjusting the industrial structure.
