| With the rapid developments of computer and communication, information technology is becoming more and more important in manufacture, operation and management of enterprises. It is a tendency for enterprises to invest in modem IT projects.The real situation indicates that much money, much time and high risk are cost for IT investments. So, without a scientific appraisal of IT investments, wrong decisions are easily made by enterprises and huge damage can be caused. Because of the characteristic and complexity of IT investments, the appraisal indicator systems of traditional project investments are no longer suitable to IT investment. Up to now, there is no method and theory accepted by all and thought to solve the problems of IT appraisal. Therefore, the research on appraisal indicator system and appraisal model of IT investments is a challenged task.In order to establish an IT investment appraisal indicator system and a comprehensive appraisal model, the progress of IT investment appraisal was introduced, and IT investment appraisal indicator system was divided into three aspects according to the periods of IT projects. Based on the studies above, a scientific and perfect appraisal indicator system of IT investments was established. And then, considering the existed appraixal motheds and models of IT investments, an comprehensive appraisal model which was based on the Delphi, AHP and Fuzzy Comprehension Evaluation was braught forward and then the application steps of this appraisal model was introduced. At last, a local enterprise was appraisaled by the indicator system and comprehensive appraisal model established above. |
