Tertiary education has been booming in our country over the last few years. Total number of tertiary students enrolled during the year 2005 has exceeded 23 million, 19 percent of which were new enrolments and, compared with the international standard that is 15 percent, this signifies that tertiary education in our country has moved from selectivity to popularity. Tertiary students are the most valuable human assets for the construction of a modernized society, theoretically speaking. However, there is an abnormality of 'educated unemployment' in our country where human assets are still scarce while the tertiary, graduates fostered by the nation at a great cost remain temporarily unemployed. To pinpoint this problem, many scholars, nationally, carried out researches from different perspectives of the participants: government authorities, tertiary institutions and tertiary graduates. This study attributes the abnormality mentioned above to a side product of a transitional economic system that, to a great degree, is characterized by structuralism and transitionalism. Driven by the attribution, and using the theory of economics, education and administration, the researcher of this study will suggest relevant strategies, with abundant research data based on former national and international researches, so as to solve the problems arising from the abnormality that is deteriorating in the country.
