To be the system innovation in the reform of land using system in China, the Land Reservation System has made an outstanding contribution to optimizing the arrangements of the land resources and the economical development of cities. But it is mainly inquiring into the Land Reservation System of the Big Cities and the Key Cities at present. Along with the economical development and the process of the cities development carrying on, more and more lands are required by the Small and Moderate Cities. But many Small and Moderate Cities have been continuing to use the traditional land using system. Though some of the Small and Moderate Cities have set up the Land Reservation System, the effects it giving play to are very limited. Therefore, the orders of the land markets in the Small and Moderate Cities are very chaotic. By means of practice, the developed foreign countries and the Big Cities of our country have proved that the Land Reservation System is the fairly good choice to optimize the running orders of the land markets and standardize the arrangements of the land resources. And compared with the Big Cites, the economy of the Small and Moderate Cities is relatively undeveloped, the markets system of it is incomplete, the land using sense of it is backward, the conveyance system of it is incomplete, Therefore, there are some differences in each link of the Land Reservation System between the Small and Moderate Cities and the Big Cities, the Land Reservation System of which is inquired into at present. This text which starts from the conditional differences of the Land Reservation System between the Small and Moderate Cities and the Big Cities, concretely analyses the differences of the Land Reservation System in the links of purchasing, reserving and supplying between the Small and Moderate Cities and the Big Cities, concretely analyses the mechanism themselves, inquires into the Land Reservation System of the Small and Moderate Cities in theory, and brings some lessons for the Small and Moderate Cities to set up the Land Reservation System.This article consists of 6 chapters.The first chapter is the guiding theory and introduction, this part expounds the concept of the Land Reservation System, and sums up the developing situation of the Land Reservation System in foreign countries and the background about the coming into being of the Land Reservation System in our country.The second chapter analyses the necessity of carrying out the Land Reservation System in Small and Moderate Cities. Firstly, this chapter introduces the present working situation of the Land Reservation System in the Small and Moderate Cities, and at the base of which brings forward the necessity of carrying out the Land Reservation System.The third chapter expounds the model selection of setting up the Land Reservation System in the Small and Moderate Cities. The reason why bringing forward it is that the nature of the Land Reservation Center is vaguely defined in each city at present. Firstly, this text analyses the problems that are caused because of the vague definition of the nature of the Land Reservation System, and says that the Land Reservation System should be formed in the pattern that is the same as the corporation, and it should be a market main body which has the qualification of independent legal person. Thereby, the problems which caused by the vague definition of the nature of the Land Reservation center can be resolved.The forth chapter is the land purchasing link of the Land Reservation System. Firstly, it introduces the concrete form of the land purchasing. Afterwards, it expounds the financial system of the land reservation. Finally, this part accords to the blank point of the research on the rational amounts of the land reserving, this part studies preliminarily how to make the amount of the land reserving and the amount of land providing by the market be the most appropriate one to regulate the price of the land, that affects the efficiency of the land reserving by means of mathematical model. Finally, this part points out the rational scopes of the land purchasing in the Small and Moderate Cities.The fifth chapter analyses the link of land selling. Firstly, this chapter analyses the land reservation link of the Land Reservation System in the Small and Moderate Cities. Afterwards, this part points out the problem which is caused by taking the using right of the land as the bid when selling the land, and then brings forward three kinds of land purchasing ways that are more rational as follows : the marketing pattern which takes the construction of the project as the bid, the pattern that integrating the way of fixing the prices of houses in advance with the way of taking the using right of the land as the bid, and the pattern of renting. This part analyses the methods of the compensating and settling down of the Land Reservation System, too.The sixth chapter is the supplementary measure of the land reservation. This part mainly expounds the government behaviors in land reserving, the problem of the laws and regulations in the land reserving, and setting up and consummating the land transaction system.The new ideas in this text are that it systematically expounds how to set up the Land Reservation System in the Small and Moderate Cities, and sets up the forecasting model of the amount of the land reserving.
