Urban land reservation system is a new land management system and a new system of innovation,because of it's advantage in the regulation and the operating efficiency,and the promotion of the reasonable land circulation,the urban land reservation system have been established throughout China,the state will also strengthen the land market as an important policy management.The urban land reservation system is still at the initial stage in China,so the theoretical study of the urban land reservation lags behind the development of the practice.Most of the current study focus on the problems and methods of urban land reservation. Lacking of theoretical guidance,the urban land reservation system is not fully play the role.Because of the statutory reasons,the mode of the urban land reservation system performs diversity in China.There are three representative urban land reserveation systems,namely the market mode in Shanghai,government-led model in Hangzhou and government-led mode with the combination of market in Wuhan. The current study is small about which is more suitable for China's national conditions.From the aspects of urban land reservation system,the theoretical basis and the research progress,this paper makes qualitative analysis of the "three modes" in the institutions,the scope of the reservation,land supply,funding needs,land users,and makes the basic evaluation. At the same time, basing on the current status of China's urban land reservation and the corresponding objectives, the urban land reservation mode in Wuhan is more suitable for China's current situation. Focosing on the common problems of the "three modes",we make the specific measures on the distribution of benefits, coordination, legal construction.
