Currently, the four big and state- owned commercial bank are be placed in the reformation and the development's key period. For the reformation of state- owned commercial bank government play the great function. However, the dual status of the government will happen conflict between insuring finance system & bank supervising function with the intent of order stabilization and government investment with the intent of state- owned commercial bank's asset safety & increment. When there are conflict or antinomy between the bank benefits and social benefits or government target, the government will lean to social benefits and government target, make the bank abandon their benefits. There are still many administration coming from government for state- owned commercial bank and also still exist government intervening to banks. Therefore, under the current construction of property right controlled by state- Owned, researching the management relation towards state- owned commercial bank, particularly weakening government intervening to state- owned commercial bank, that have the realistic meaning.This text totally is divided into five chapters. 1st chapter explained the intent and meaning of choosing the title, and thesis construction & method. The 2nd chapter, using the commonality-manage- theory and agent-theory, analyzed the necessity of government management to commercial bank. That is to say to ensure the stability of finance system and finance order and safety & increment of state- owned commercial bank's asset. The 3rd chapter expatiated the contents and manner of government to commercial bank. The 4th chapter researched the Poland, India government management to commercial bank, and bring up experience that we can refer to; The chapter 5 reviewed the management process of our commercial bank, then analyzed the problem our government manage to commercial bank, and bring up to improving suggestions.
