Human resource attraction and re-structure in Wuxi High-Tech Development District (WHDD) has become key issues that affect achievements of the strategic objectives on"Building an Innovative New District with International High-Tech Input"during the stage of"business re-initiation". Evidence has been explored that providing a benign environment with well-built infrastructure is the primary approach to attract and maintain high-tech talents. By the view of the human resources demand-supply equilibrium, WHDD is seen a few deficiencies that need to be overcome. This paper aims to provide proposals for WHDD in terms of highlighting and examining the following five dimensions: extending human capital investment; optimizing policy and regulations regarding to human resource management; establishing market for human resource re-allocation; improving the enterprise capability in human resource management; and intensifying reform in educational institution.
