In the world economic structure to accelerate the innovation economy transformation in today's society, talent competition become occupied the key development opportunities. The development of high-tech zones in China since the reform and opening up of the socialist market economy in the construction of a bright spot, to economy development, technology innovation has a very important role, it is our country the main force of economic development, the main base that the technology innovates.Facing the new situation of talent development of new tasks and new requirements, new and high area implementation needs time to adapt to the talent competition strategy, be in dish of vivid and making use of the existing talents, attach importance to employ the talents and the introduction of talented person, perfect talent cultivation mechanism, perfect the talent flow mechanism etc so, for construction " brought together the world's top talents, construction world class Park", further accelerate the construction of " a world-class software and service outsourcing base, to create world-class Innovation Park" to provide a strong talent guarantee and intellectual support.High tech Zone administrative management system and human resources management system has a certain degree of creativity, High-tech Zone Management Committee established not long history, its streamlined and efficient operation mechanism, is the traditional government has not implemented. Dalian High-tech Zone is the first batch of state-level high-tech industrial park, in all high-tech zone is a representative. Study on the problems of human resource management, has a certain theoretical value and practical significance, for other high-tech zone and provide reference for the reform of government organs and personnel.In this article from concerning human resources management theory on the basis of research results, combined with their own in Dalian Development Zone work experience, the human resources management system analysis. By tracing back to Dalian High-tech Zone since the establishment of the park, talent environment problems are analyzed, summarized the human resource management system characteristics, advantages and existing problems. Combine our country economy developed area human resources development experience, in view of the existing problems, from the system, idea and concrete work in such aspects as the Dalian high-tech park on human resource development mode and corresponding countermeasures.
