To set up a Land Use Management Information System (LUIS) is the demand of land standardization management development. The development of Land Information System (LIS), model technology of the computer and 3S technology in the whole world offers technical support and successful example for setting up LUIS.According to National land resource calling standard"land use database standard for county level"and"the technical regulation of land use database establishment for county level", the author has designed a LUIS on the basis of having discussing on the main content of Land-use Management– the land use classified standardized and the land-use change survey. And the domestic GIS software SuperMap, procedure language Visual Basic, DBMS Access has been taking as its software environment. The system has mainly carried out that:(1) The land use dynamic changing on the basis of 3S technology: including finding the information source on the basis of high-resolution remote sensing image SPOT5, changing of the Spatial Data and Attribute Data on the basis of GIS/LIS, and catching map, inspecting and testing changing accuracy on the basis of GPS. It can carry out actual time and dynamic changing of land use data.(2) The land use forecast on the basis of Markov model: Because of the Homogeneous, non-RDI characteristics of Markov model is suitable to the land use changing forecast, and the model can forecast the land use situation for next several years even more several decades on the basis of the recent land use changing situation, which can support basis for adjusting the land use structure, establishing the land use planning, and the implement of the land use overall layout.(3) Functions on the basis of simple statistics inquiry and comprehensive statistics inquiry of Spatial Data and Attribute Data.Taking the Huhhot Huimin district as the study area, the LUIS has been tested like this: taking 1:10000 scale land use current situation vector data in 2003, high-resolution remote sensing image SPOT5 in 2004, and the land use current situation map of 1:10000 scale in 2006 as the data source, the dynamic change of the land use data has been carried out in the system. The land use actuality database and land use changing database from 2004 to 2006 has been set up; regarding land use changing database from 2004 to 2006 year as the information source, the area and structure of each land use types in 2008 and 2010 has been forecasted. The test has proved the application of the system on several fields, for example data edition, inquiring, counting, browse, model imitation, etc. And the results show: it is an effective tool to realize the normalization, standardization, digitization, scientific of the land management.
