Choice & Cultivation Of Inner Mongolia's Economic Growth Poles

The author of the thesis believes that Inner Mongolia should adopt the growth pole strategy in contrast to the viewpoint of grad develop strategy and coordinated growth strategy now. The central idea of growth pole theory is to develop entire area by choosing appropriate growth poles and reinforcing them in backward area. Then the problem is how to choose Inner Mongolia's regional growth poles and industrial growth poles. The author recommends a simple growth pole model to show the operating mechanism of growth poles, and then discusses the index system to choose regional growth poles. This model has explained the endogenous technological progress problem of growth poles, and also has established a sustainable development basis for Inner Mongolia. To remove the subjective factors, the author applies"the multiple echelons and multiple target blurred synthesis deciding model"during the choice of Inner Mongolia's regional growth poles.The Author estimates the cultivating foundation as well as cultivating process of Inner Mongolia's economic growth poles by qualitative analysis, and finds out defects and problems in the cultivating process during past times. Then he provides a basis for further choosing of new growth poles of Inner Mongolia. The author also chooses Inner Mongolia's regional growth poles, and describes industrial growth poles. The"classified multiple echelons growth pole guiding strategy"for Inner Mongolia has been brought forward. On one hand, the regional poles and industrial poles are tied in wedlock each other. On the other hand, the cities and industries are classified, it will be beneficial to the division of labor and cooperation according to market economy, and to the government planning at the same time. Inner Mongolia's new regional growth poles have been chosen yet: the triangle region of "Huhhot-BaoTou-Erdos" is the first-level economic growth poles. The cities of Wu Hai, Ji Ning, Tong Liao, Chi Feng, Xi Lin Hao Te, Wu Lan Hao Te, Lin He, Huo Lin Guo Le as well as Er Lian , Man Zhou Li are the second-level growth poles. The third-level growth poles are lots of county-level cities and small towns which are characteristic.The author also gives allocation to Inner Mongolia's industrial growth poles: High and new technology industry groups such as rare-earth element applied technique , biotechnology , environmental protection technology and new medicine; Energy industry (including electric power estate) , steel industry, petrochemical industry, non-ferrous metal industry; Milk industry, fine hair industry, flesh and leather industry, wool spinning industry; The high added-value industry of heavy type automobile processing and high technology equipped machinery industry; 10 tertiary industries.
