Deepening Collective Forestry Property Rights Reform In Jiangxi

In the study of the economic system,property rights have been the area about which scholars in China and abroad are most concerned,including the research of forest right system.As is known to all,forest resource not only has great ecological value,but also possesses great economic value.Compared with other forms of property rights,the property right form of forests,forest land,forest trees has a certain particularity,this particularity is that forest resource has the characteristics of strong economic externalities and public goods.Scientific and reasonable system of forest right,can promote the development of forestry,and raise the income level of the forest,in order to provide institutional guarantee to realize the sustainable utilization of forest resources in China.The south forest right ownership problem,roughly experienced two stages of development since the founding of new China,in the first stage,forest right ownership transformed from individual ownership into collective ownership;and in the second phase,it is allocated by the collective ownership rights to the people.Each period of the reform of forest right has its distinctive features,but they were all conducted to adapt to the development of social productivity under the condition of system adjustment,at that time,it has played a positive role in promoting the development of forestry,but at the same time in the practical work,the forest right system also exposed some problems.The current country is in the period of social transition,and political economy is facing a major change,just look at present development of the forest right system,the existing forest right system can not meet the needs of the present forestry development,and hindered the further development of forestry.In this situation,actively promoting forest right system reform is the inherent requirement of comprehensively deepening economic system reform.In 2008,No.8 document was issued by the central committee of the communist party of China.It marks that the forest right system reform,has been expanded to the whole country as a kind of government behavior.As an important demonstration site of the collective forest tenure reform in China,Wuning county,Jiangxi province began the reform of forest right as early as 2004.After more than ten years’ reform,preliminary fruitful forest tenure reform has revealed in Wuning county,Jiangxi province,and it greatly promoted the development of local forestry production,forest income has greatly improved than before,living standards and quality of life has improved significantly.Although the forest right reform has achieved good results,the process reflected many problems which still need to be attentioned.In this work,the author,from the perspective of the property right system,deeply analyzed the collective forest tenure reform background and the present situation in Wuning county,Jiangxi province,through the study of the research of forest reform implementation process,the problems emerged in the process,and then the analyzed the reasons of these problems,according to the professional knowledge and the actual situation of Wuning county,the optimized forest right reform countermeasures and suggestions are put forward.
