As a result from their efforts, ECO-ECONOMICS, a brand-new interweaved subject, met their goal.The ecological environment of Heilongjiang province is still regarded comparatively fine in our country, but the same problems make Heilongjiang province suffer a lot, especially in the depressed areas which includes 14 state-level anti-poverty counties, 7 province-level anti-poverty counties, and 3052 anti-poverty villages. The population of the right areas dots across the territory of Heilongjiang province, but gathers in several spots where the ecological environment is fragile. So, almost of the land of the depressed areas geographically mend with the areas that character by fragile ecological environment. This reality implies that it is a systematic job to develop the depressed areas of Heilongjiang province, which doesn't ask for making the local economic force advanced only, but seeks the joint which links economic development and the protection of ecological environment in order to realize the win-win effect. Building the eco-economy in the depressed areas of Heilongjiang province well is good for Heilongjiang province to push overall well-to-do society building forward, and significant to building new countryside and constructing "harmonious Heilongjiang". It is impossible to guarantee the construction smoothly and orderly without a completive guarantee system. To probe into a suitable guarantee system has to analyze the reality of the depressed areas, joint the results with the academic traits of eco-economics, file up the current measurements & policies about"ecological province"building and anti-poverty development, critically borrow the successful experience in these fields from abroad, and make sure the guaranteeing measurements have obvious pertinence and forward looking.Thereby, the main body of this paper exactly starts with the clue above.
