- Reward management is the core of enterprise human resources management. A reasonable and effective reward system can not only stimulate staffs'enthusiasm and initiative, promote the staffs to achieve the goal of an organization and enhance the organization's profit, but also can attract and retain a high-quality and competitive staff group under the intense competition for talents in knowledge economy. For the transitional state-owned enterprises, how to establish a reward system that adapt to its own developing strategic requirement and how to keep up with the pace of the times of reward system is a crucial issue that faces the development of human resources and the managers.Based on the example of reward system of Qihong Municipal Engineering Construction Co.Ltd. linked with historic opportunity of revitalizing the old industry bases in northeast China and the enterprise reconstruction background, the paper analyzes the current feature of the state-owned enterprise's reward system and existing problems, it aims to solve the present reward system problem of Qihong Municipal Ltd., improve its present situation of human resources, and to instruct it to make use of human resources properly, develop the function of its human resource department, improve the enterprise's efficiency and encourage the staffs to create value for their enterprise.This paper first describes its studying purpose and illustrates the present research situation of reward system of domestic and foreign experts and scholars. Then it systematically introduces some mature theories and methods of reward's distribution, which is a significant reference for the study of reward system and the redesign of Qihong Municipal Co.Ltd.. Continually through thorough analysis and research of the history and the current reward system of Qihong Municipal Ltd., the paper concludes the problems of reward system of Qihong Municipal Ltd., which are also universal problems, face some state-owned enterprise. Based on the series of former analyses and theories, the paper clarifies the main problems in the course of redesigning reward system. According to basic principles of reward management design and main steps of enterprise reward design, from the management, the project person in charge, the middle manager, the basic unit staff's different post obtained of Qihong Municipal Ltd., thus it puts forward the key points of the design for enterprise reward system.The paper analyses and proposes a set of measures and suggestions which are suitable to Northeastern state-owned enterprises'reward management: to build new system, create new mechanism, and to meet the satisfaction of the staffs towards their reward through building an effective reward management system, and thereby, to initiate enterprise's reward management. All these mentioned scientific management methods and reform mentality will certainly have model significance to other enterprises'reward reforms.
