In contemporary market economy, human resources have become one of the leading factors in successful companies; meanwhile, the reward motivation has played an important role in the utilization of human resources. The appropriateness of reward motivation will directly influence the enthusiasm of the staff and the long-term development of enterprises, especially in the banking area which is highly dependent on excellent staff. With the market-oriented and international development, the competition in the banking is increasingly fierce, and the high qualities of the staff play an important role in core competition. However, the shortcomings of traditional reward system gradually appear in China's banking sector, and the traditional reward system doesn't adapt to the changes of internal and external environment in the banking, which lead a large number of talent flow to foreign banks or other financial institutions. In the bank, because of the irrational reward motivation, the employees have insufficient enthusiasm which has been one of the important factors to restrict banking development and effectiveness.In this paper, we take Bank of Qingdao as an example. Through the analysis of reward program of Qingdao Bank and Yinchuan Road Branch, relevant human resource and reward management theories and advanced foreign experiences in the pay system, we summarize which principle the payment system should follow, which factor should be considered and which basic structure what we need. Then we discuss the reward program deficiencies of promote the corresponding reward reform program against the outstanding problems.In this article, the research on reward program not only points out problems in the Qingdao Bank, but also reflects common deficiencies in most city commercial banks in China. The program in this paper can promote the sustainable development of Qingdao Bank and provide a strong reference to other city commercial banks.
