Study Of Government Policy Moving Frontly To The Innovation Front End Of Technological SME

This article in the reference massive domestic and foreign literature foundation, profits from predecessors'research results, revolves the growth theory of technological SME, focusing on describing the"death traps"theory, and compared life cycle of the domestic and foreign mid- and small-scale enterprise, then profits from the international experience of developed countries whose government policy moves frontly to the innovation front end. Based on the realistic background of constructing innovation country, financing demands and government policy support of technological SME which locates the innovation front end, it has launched empirical analysis, taking the city of WuXi in JiangSu Province as an example. In this foundation, the article proposed basic frame of government policy first moving to the innovation front end.This paper is separated to six chapters:Chapter one The definition of technological SME. Through literature review concept of SME and the growing SME, discuss the limits which were found in the existed definition of technological SME, then propose the standard concept of mid- and small-scale enterprises with science and technology used in this paper.Chapter two SME and technical innovation. Propose the main representative viewpoint about SME technological innovation in the overseas, analyze the main characteristics of technical innovation and the relationship between technical innovation and the enterprise scale. Made a good theory basis for following research.Chapter three Growth theory of SME and technical innovation and financing demands. Through comparing the existed theoretical model of enterprise life cycle, then summarize the growth cycle of SME and technical innovation used in this paper. Next analyze characteristics of financing demand and financing combination way, at last analyze"death traps"theory.Chapter four International experience of the government policy first moving to the innovation front end. This chapter is mainly based on economic and social development perspectives, further analyze importance of development of technological SME. At the same time, make a comprehensive analysis about international experience of government policy in the western developed country, then provide a board field of vision for proposing policy to developing technological SME.Chapter five Empirical research of financing demands and our government policy which support technological SME based on the innovation front end. This paper mainly takes WuXi—in JiangSu province as an example, on the basis of preliminary questionnaire statistical analysis, carry out the emprical research on technological innovation and fund aspect that influence technological innovation. Attempt at summarizing overseas experience and investigating realistic situation, then make a basis for chapter six which proposes consummating government policy moves to the innovation front end .Chapter six Basic frame of government policy moving frontly to the innovation front end.
