China is a large agricultural country with many population. Agriculture is the foundation of all sectors of development. The good agricultural development can play a role in supporting and promoting for the economic construction, social development and political stability. Land is a special commodity. Its natures which are scarcity (limited area), location fixity, some of the land use types convert one-way decided that there must be contradiction between people in particular cultivated land is occupatied by construction land. Among them, especially the construction land occupied mainly cultivated land to the more prominent contradictions. Therefore, it is very important to find a way to grasp the amount of cultivated land under protecting cultivated land resource to protect food security in the background of sustainable development of coordination between human and land. Protection of cultivated land issue is usually divided into the protection of quantity and the protection of quality. The research on the formula from the qualitative protection of quantity in the initial China to combining qualitative and quantitative models of the double protection of quantity and quality, and it reached the purpose for balancing quantity and quality. To this end, China had also introduced the relevant laws and regulations to get double-balanced cultivated land about quality and quantity protection, and " Requisition-compensation Balance " is one of the typical policies. Because the requisition-compensation balance on the protection of quantity is easy to get it, the hidden problems of the protection of quality are often overlooked. The unified qualitative and quantitative protection of cultivated land and explored the amount of cultivated land is a basic and critical work for protection and utilization of cultivated land.This paper selected Qing’an County in Hei longjiang Province as the study area. First of all, it went on the reasonable, accurate and empirical scientific analysis that was the cultivated land quality evaluation through exploring and analyzing large amounts of relevant documents on the basis of data collected with ArcGIS9.3for technical support.The cultivated land quality evaluation was treated by one-key assessment modeling treatment through ArcGIS9.3software of spatial analysis module (model builder). It compared with the traditional way of the cultivated land quality evaluation, which is not only improve the efficiency and accuracy of the results, but also save financial, material and human resources. Its nature, for example accurate, rapid, combining qualitative and quantitative models, strong visibility, easily to realize and promote characteristics, has a broad application prospect. In addition, the software analysis and processing functions of spatial data and attribute data could be help for managing of its data results (such as fast query, analysis, and display), and it laid the foundation for dynamic monitoring of the cultivated land quality evaluation. Then, according to the amount of cultivated land and grade the quality of conversion, analysis methods and principles and ideas of land potential, it were analyzed by the existing level of conversion of cultivated land and cultivated land potential on the results of quality evaluation of cultivated land within the study area.We must find a way to represent quality by the theoretical amount of cultivated land in order to have an overall grasp the total cultivated land resources of Qing’an country which is one of the country’s major grain production bases in China. It also provides a theoretical basis for the occupation and retrieval, and lays the theory foundation for the study to estimate the total amount of cultivated land question. The main conclusions were as follows:(1) Quality of cultivated land in Qing’an County is low level in the province. The national natural quality grades of cultivated land in Qing’an county has altogether three from nine to eleven, and their area was respectively15.56km2,822.44km2and1156.48km2. The national use grades of cultivated land in Qing’an county has altogether four from nine to twelve, and their area was respectively17.86km2,704.50km2,1244.95km2and27.17km2. The national economic grades of cultivated land in Qing’an county has altogether three from ten to twelve, and their area was respectively386.77km2,1257.60km2and350.11km2.(2) The theoretical amount of existing cultivated land is1587.31km through which the quantity and quality of existing cultivated land within study area were translated by the maximum use grade.(3) It demarcated potential evaluation unit of cultivated land according to the projects of the land readjustment and the key readjustment areas of the land in2006------2020land use planning in Qing’an county. The net increase cultivated land area in Qing’an county with cultivated land readjustment is55.57km2. The amount of potential cultivated land in Qing’an county can be derived47.71km2which were converted by the conversion coefficient table.(4) The amount of cultivated land resources in Qing’an county is1635.02km and obtains by adding the existing theoretical quantity of cultivated land and the amount of potential cultivated land.
