Since China carries out the reform and open policy in 1978, there have been huge improvements in rural people's health conditions. The phenomenon of lacking medical services and medicine has almost disappeared. However, the medical security system in most regions has been so imperfect that medical expenses are paid purely by individuals, which is a rather heavy burden to them. It has showed that disease could lead to poverty and vise versa. Nowadays when we talk about how difficult it is to get medicated, we mainly mean that rural people cannot afford medical expenses. Because the economy in most rural regions is not developed, social medical security scheme has not been able to take rural medical security into consideration, nor have the government and the collectivity been able to provide funds to cover rural people's medical expenses. At present, the only and best way out to solve the rural medical security problem is to guide rural people to raise funds for themselves so as to redress each other.The new rural CMS is the medical mutual redress scheme for rural people, which is organized, guided and supported by the government, participated voluntarily by rural residents, funded by multiple parties including the individual, the collective and the government, focused on compensating catastrophic diseases. It could improve the harmony between the development of the city and the country in China. It is one of the bases of government's work in rural regions and is the demand of building a well-off society. From 2003, under the principle of raising fund in multiple ways and voluntarily joining in by rural people, trial areas of the new rural CMS are increasing. By learning from experiences from the trial areas, theory and practice for the scheme being carried out nation-wide willbe perfected in the future. However, because of the complicated conditions in different trial areas, nowadays it still lacks a set of consolidated and approved assessment system to evaluate pilot work in china. This paper tries to establish a whole set of assessment system to evaluate the work in its five pilot counties of Sichuan and gropes for a standard assessment system for the new rural CMS in western china.After analyzing and comparing the pilot work in the five counties, problems are probed as follows:①It is difficult to establish a fully effective medical security system in the trial areas due to the low income of rural people and the financial shortage of local government.②There isn't a definite demand for the financing support of all level governments.③It is difficult to fight against the risk of serious diseases for the county as a pilot unit. As to the countermeasures to the problems above, the paper points out that government should play a more important role in the functioning of the new rural CMS, that is, at the very beginnmg, the government should financially support more to build up rural people's confidence in the system. Furthermore, provincial government has to differentiate the lower governments' different financial abilities and make corresponding projects. Last, Sichuan may learn the beneficial experience of eastern china.
