Establishment Of The Index System On Assessment And Supervision Of Medical Insurance Of Designated Hospitals And Exploration Of The Comprehensive Assessment Method

Objectives: Form a scientific, comparable, and reductionist assessment andsupervision system of medical insurance of designated hospitals which canexpand and apply in Sichuan Province, even in the whole country; Exploremulti-index comprehensive assessment methods applying to the medicalinsurance service of designated hospitals;Methods: Adopt Delphi Method to form a new system, use multiplicativesynthetic index method and Nelson's method to screen index; Employimprovable AHP method and Proratation Method for the determination of index;Use concentration degree, Kendall's W, positive coefficient, and authoritativecoefficient to test the credibility of expert opinions; Measure practically thequality of the new index system; Use weighted sum method and grey correlationclustering analysis, and rank sum method is applied to set on finally the rank ofhospitals be comprehensive evaluationed.Results: A new evaluation system was formed that can assess medical insurancein multi-directions. The improvable AHP method is proved more effective,because it can conform weight of index to reality.Conclusions: The new system can evaluate and supervise more effectively andfairly the work of health insurance after the reliability and validity test of thesystem.
