Research On The Problems Of Total Amount And The Structural Of Finance For Supporting Agriculture In Sichuan: With The Background Of Building New Village

Since the reform and opening, synchronizing to the Nation, Sichuan has always insisted on supporting industries, with exploiting agriculture. And great progress has been achieved for industry in Sichuan. Currently, Sichuan's economy has entered a new development stage, the middle stage of industrialization. According to international experience, in this stage the industry should support the development of agriculture. Therefore, in recent years, Sichuan increased their support to agriculture, implementing a series of measures. Financial support is an effective traditional way to speed agricultural development for many international countries and domestic provinces. It is also the inevitable choice for Sichuan to support its agricultural development. Especially in the background of building new village, the financial support to "three rural" is more important. How to ascertain the optimal expenditure and expenditure structure for the finance so that it can give full play to the best is a concerned topic.In this paper, both qualitative and quantitative methods are used. The parts, including the theoretical basis and the present situations of the financial support to agriculture in Sichuan are analyzed by qualitative methods. And the optimal total expenditures and structure expenditures are analyzed by quantitative methods, with Function of C-D model. On the other hand, the author adheres to the viewpoint that the rural farmers are the principal part in building new village. On the basis of investigation of the demand of farmers, the author explores the Sichuan's farm-support spending priorities choice. Determining the structure of expenditures by double standards of efficiency and farmers' demand, we can get to know the existed problems. The author gave the proposal at the end of the paper.Through study, the authors found that the Sichuan fiscal support for agriculture is incompatible to the current situation of building new socialist village in the total expenditure and expenditure structure, and the current financial status should be adjusted to support agriculture. On one hand, Sichuan's farm-support spending gap is relatively large, also with a gradually increasing trend. In order to reduce or even fill the gap, the government should increase the size of financial support to agriculture; On the other hand, the government should rectify the Sichuan's farm-support spending structure, supporting agriculture production cost. Science and technology promotion function coefficient is positive, and capital expenditures of agricultural function coefficient are negative. That means Sichuan fiscal support for agriculture production expenditures and science and technology of agricultural is flexibility, and the capital expenditure agricultural output is negative. The writer corresponds recommendations and measures. Sichuan is increasing the total financial expenditure to support agriculture.The article studies on Sichuan financial support for agTiculture, including the total expenditure and structure, more systematic. Especially, the research adapts to the new situation, examining the conditions in the background of building new village, and using quantitative methods to measure the optimal total financial expenditure and the optimal structure.
