Study On The Hilly Areas Land Consolidation During Socialist New Country Construction

As the land consolidation goes in a deep-going way, it not only plays an important role of increasing quantity of the land resource and improving quality of the soil. But it exposes some questions in real practice, especially in discoordination between planning of some department and allocating funds for new projects. In order to plan the development between city and Countryside as a whole, solve the assignment of "Farmer,Agriculture,countryside", the government have put forward a strategy of "construction of a new socialist countryside" and provided much support of strategy and capital. Under such background, we bring the land consolidation into the system of the new socialist countryside. In that case, coordination of planning and capital can promote the land consolidation and the construction of a new socialist countryside.This paper introduced present situation of socialist new country construction and land consolidation in our country, made an in-depth analysis against the current issues of socialist and land consolidation. Point out that socialist new country construction and land consolidation is complementary both in the development of the rural economy, improve rural living and production conditions. But in practice there are some problems such as integrated planning awareness is not strong and capital investment is not ideal. so the planning effect resulting can not fully reflect, and the use of funds is inefficient. Under this background, further expounded the necessity and feasibility of land consolidation which combine China's new country construction.This paper takes hills region's construction of a new socialist countryside in Anfu town of Rongchang country as example to analyze and point out that the construction of a new socialist countryside turns point in land consolidation. Under the construction of a new socialist countryside background, it needs to be coordinating the relationship between capital and planning in the process of land consolidation. Those ways could enhance the effect of land consolidation. Meanwhile, it is meaningfulness of the hills area's land consolidation in Chongqing city.
