Due to the continuous reduction of arable land,the national food security is threatened,and limited land resources can not meet the demand unlimited resources,you need to the relationship between industrialization and urbanization of arable land need to be properly handled,the most effective way is rural construction land sort out.Rural construction land consolidation benefits arising from the implementation of protection of farmland,the comprehensive development of the intensive use of land resources and rural society and economy and so on.However,the rural construction land consolidation is a complex system engineering,there will be many obstacles.Therefore,on the basis of theoretical and practical research constantly,rural construction land consolidation started to propose the security system.This paper takes Zengcheng City as an example,and through combination of domestic and foreign land consolidation,especially in rural construction land consolidation of research results,and on the basis of the actual,the paper carry out the study of rural construction land consolidation.The purpose of this study is,first of all,from the theory of enriching and developing the rural construction land consolidation research contents,then puts forward the protection of rural construction land consolidation system framework and for the government formulation scientific and reasonable rural construction land consolidation policy,as well as related to standardize and guide the practice and provide the reference.This paper mainly adopts the literature method,empirical research,qualitative analysis and quantitative analysis of combining research methods,and system theory,intensive land use theory,property right theory,sustainable development theory etc.To do as the theoretical support and guidance,in the full use of the master on the basis of data,analysis,Zengcheng City,Guangdong Province,rural construction status and consolidation potential,and the rural construction of Zengcheng City land demolition urban adaptability evaluation,in Zengcheng City rural construction land reclamation scheme based on,further elaborated the construction of rural land consolidation obstacles factors,and puts forward the construction of guarantee system for rural construction land consolidation.This paper mainly consists of three parts: The first part,combined with domestic and foreign scholars on land consolidation and the building of rural land consolidation research,from the construction of rural land consolidation and consolidation potential concept of,the present situation of rural construction land consolidation theory is a systematic description of the,using quantitative and qualitative analysis method,in Zengcheng City as an example,on the rural construction land consolidation potential calculation,evaluation,rural construction land consolidation location selection and arrangement mode of the system research.The second part,on the basis of Zengcheng City specific research,put forward obstacles of rural construction land consolidation of factors,including the shortage of funds,lack of clarity of property rights,main goal is not consistent,land income distribution is not reasonable and the lack of regulations.The third part,on the basis of the above research,put forward clear land property rights system,innovation of rural land use system,focusing the development of "agriculture,countryside and farmers" and establish a diversified financing mechanism innovative suggestions,in order to promote construction of rural land consolidation,improve the rural construction land use efficiency.
