Study On The Coordinate Development Of Rural Land-consolidation And New Socialist Countryside Construction

In 2006,Chinese government carried out a comprehensive plan to establish a new socialist countryside construction by developing production,improving living standards,fostering more civil behavior,improving the overall cleanliness of villages, and exercising democratic management.New socialist countryside construction gives rural land-consolidation a new meaning and a new position,offers new ideas and a clear new direction to completely fulfill the work of rural land-consolidation.Practice has proved over the years,rural land-consolidation plays an important role in improving the quality of arable land,increasing the quantity of arable land,improving agricultural ecological environment,enhancing comprehensive agricultural production capacity,developing the modern agriculture,increasing farmers income and improving the rural areas and so on.Rural land-consolidation is a very important job of promoting new socialist countryside construction,but also a effective way of new socialist countryside construction.By researching the theory and practice of rural land-consolidation and new socialist countryside construction,it is not difficult to find that rural land-consolidation and new socialist countryside construction have a very close relationship.They are consistent in some aspects such as goal setting,content of construction and so on. However,at present,China's rural land-consolidation and new socialist countryside construction which are two highly integrated and widely involving systematic projects belong to different departments,each department has its own mechanism,so they are not enough coordination in project planning and design,financial management, organization' and implement.This resultde in a serious repeated construction project, and caused a great deal of waste in labor power,financial resources and material resources.Therefore,how to set up a coordinate mechanism between rural land-consolidation and new socialist countryside construction,achieve optimal distribution of resources and maximize the social,economic and ecological benefits, become currently problems the department has to face and solve.Under the guidance of basic theory about land-consolidation and new socialist countryside construction,through analysing the feasibility and current situation of coordinate development between rural land-consolidation and new socialist countryside construction on the basis of a wide range of research findings of land-consolidation and new socialist countryside construction by domestic and foreign experts and scholars,this paper analyzed influencing factors about coordinate development between rural land-consolidation and new socialist countryside construction,intended to probe into the resolutions for them,preliminary structured a coordinate development mechanism for rural land-consolidation and new socialist countryside construction,and expounded the research results by taking Fuqing city which one of Fujian Province as a example in the end.Overall,this paper is divided into four parts.The first part is the literature summary and Chapter 1 the preface.The literature summary mainly summarized the research progress of land-consolidation and new socialist countryside construction at home and abroad.Chapter 1 the preface introduced the research background and significance,research content,research purpose,research route,as well as research innovations and so on.The second part is the theoretical research including Chapter 2 the theoretical basis for research,Chapter 3 the feasibility analysis of coordinate development between rural land-consolidation and new socialist countryside construction,Chapter 4 the analysis of current situation and influencing factors of coordinate development between rural land-consolidation and new socialist countryside construction,Chapter 5 building a new mechanism of coordinate development between rural land-consolidation and new socialist countryside construction.Chapter 2 mainly introduced the theoretical basis for research and the definition of related concepts, Chapter 3 expounded the feasibility analysis of coordinate development between rural land-consolidation and new socialist countryside construction from theory,economy and organization,Chapter 4 analyzed the current situation of coordinate development between rural land-consolidation and new socialist countryside construction,pointed out the problems of policy and regulations,organizational structure,invested funds,project planning,project quality supervision,public participation and so on.Chapter 5 putted out corresponding countermeasures according to the influencing factors,and preliminary structured the coordinate development mechanism for rural land-consolidation and new socialist countryside construction.The third part is Chapter 6 demonstration section of this paper.First of all,this part analyzed the city situationg,as well as the general development situation of rural land-consolidation and new socialist countryside construction in Fuqing City,Fujian Province.Then,this part expounded the main practices and achievements of the coordinate development of rural land-consolidation and new socialist countryside construction from the innovation of land transfer mechanism,the coordination of rural land-consolidation and agricultural development planning,the coordination of rural land-consolidation and village construction planning,the use of private capital,the job of publicity and model and so on.The fourth part is Chapter 7 conclusions and discussion.This part discussed the related issues of the entire study,pointed out the problems of further study,and finally summed up the main achievements of this paper as follows:(1) Through analyzing the common goals,the relationship and the external coordinated development conditions of rural land-consolidation and new socialist countryside construction,this study pointed out the feasibility of coordinated development between rural land-consolidation and new socialist countryside construction.(2) By analyzing the current situation of coordinate development between rural land-consolidation and new socialist countryside construction,this paper pointed out the influencing factors including:①laws and regulations were inadequate,policies and systems were imperfect;②institutions of organization and management were uncoordinated;③allocation of funds were uncoordinated and investment was single;④project planning was lack of coordination and science;⑤quality supervision of project needs to be strengthened;⑥mechanism for public participation had not yet formed;⑦other problems such as team-building,publicity and awareness,ecological protection and so on.(3) This paper putted out corresponding countermeasures for rural land-consolidation and new socialist countryside construction according to the influencing factors.①complete laws and regulations,and improve policies and systems;②scientific planning and set up coordinate mechanism for project planning;③integrate capital and set up a diversified investment mechanism;④strengthen and improve the quality supervision system of project;⑤set up a mechanism for public participation by extensive guidance;⑥strengthen professional team-building mechanisms;⑦intensify publicity and education,strengthen the popularization of the model;⑧focus on ecological environment protection.(4) Taken Fuqing city which one of Fujian Province as a example,combinating theory and practice,this paper displayed the coordinated development achievements of rural land-consolidation and new socialist countryside construction,and summed up five experiences for reference:①innovate rural land transfer mechanism,carry out the company-base-farmer mode,promote the industrialization of agriculture;②develop modern agricultural area according to local circumstances;③administer village by planning in advance;④take full advantage of private capital such as Taiwan capital,overseas Chinese capital and so on;⑤focus on the job of publicity and model.
