The Policy Analysis Of Medical Assurance On Farmer Labers In Main City Of Chongqing

With the number of farmer labors increasing,public gradually focus on the farmer labors issue,and related departments begin to pay more attention to the medical assurance of farmer labors. According to the central government related documentations, ChongQing's labor and social assurance department established《The City-Level Temporary Measures of Medical Assurance Policy of ChongQing's Farmer Labors》(for short, we just call this policy as measures below) draft in Oct-2006,and collected amended suggestions to the public. The article will deeply discuss and analyze the medical assurance policy of farmer labors which is going to be implemented based on the draft policy.Chapter 1:introduce the background,research benefits a,the research status and the innovation points and difficulties of Chinese and oversea social assurance of farmer labors.Chapter 2:describe the theory of medical assurance policy;then analyze the needs of establishing the medical assurance policy of farmer labors; introduce the representative cities in which have implemented the medical assurance policy of farmer labors,and evaluate the related policies.Chapter 3:define the scope of farmer labors,and analyze the characteristics of chongqing's farmer labors,finally point out the current status of their medical assurance.Chapter 4:Introduce the main contents of the draft policy of《The City-Level Temporary Measures of Medical Assurance Policy of ChongQing's Farmer Labors》,and summarize the imperfect aspects which need to be improved based on the comparison to some other cities'(especially for BeiJing) medical assurance policy of farmer labors and ChongQing citizen's basic medical assurance policy.Chapter 5:Suggestions to policy.based on above research,I have some suggestions on the foundation and improvement of the ChongQing downtown farmer labors' medical assurance policy:1 to raise the the improving actions on the assurance objectives,fee basis,fee proportion and shared treatment.2 to build the social conditions for farmer labors to join the medical assurance policy.to propagandize powerfully;to enforce the consciousness of joining the medical assurance;to enforce the executing and checking status of the policy.3 reformation on the related regulations,mainly about the policy of duality registered permanent residence,the employment policy and to put the farmer labors into the medical salvation system.
