Study On Social Security For Farmer Labors' Rights

Problems on farmer labors' rights attract more and more attention after the party center government put forwards the idea to construct harmonious socialist society. Not long ago, the document The Proposals on solving the Problems of Farmers by State Government lists practically solving the difficulties for the farmer labors as one of the important responsibilities for local governments. It is an important measure taken by the party and government to put more emphasis on solving " Three problems for farmers". After the reform and open-up, with more and more farmers transferring from country to city for living, the large quantities of farmer labors become a social group and main resource for city industry workers. However, because of the system, idea and economy, the career changes for the farmer labors don't necessarily bring the identity changes. For a long period of time, The farmer labors' rights can not get proper protection, they become " Bianyuan people" in the city. If the problem can not be solved effectively, it will influence social stability, and interrupt the construction of harmonious socialist society as well.Based on central government's spirit and theories of Maxist economic social security and western economy, the paper analyzes the practice to involve the farmer labors in the city social security system , explore the reasons for farmer labors' vacancy in the social security and put forwards the initial idea on how to establish farmer labors' social security system.
