Meanwhile, itanalysis the problems that exists in the use of MT model in China. It points that BT model isnot equal to paying before contract, the model that investor is constructor has bothadvantages and disadvantages. How to control construction cost and quality of projects?How to invade repurchase risk?To deal with the outstanding problems existing, The paper puts forward a proposal ofBT financing project acting build model on these questions. Basing on project permissioncontract, the government enters into contract with contractor. The contractor replaces theowner to management with adopting financing pattern, assumes main assignment. Thegovernment repurchase by stages after building. The project is governed by government,project consultant company, bank and Insurance Agency in order to evading risk. In thismodel, under the legal subject, it achieves the purpose of governing together and perfects theproblems of BT model to its limit.
