Technical Barrier to Trade has given great impact on Chinese agricultural exports.Now how to evaluate the impact becomes the focus of the study in the world. The author tries to put theory into the practice, describe the elementary theory of the technical barrier to trade, and analyze the situation of the export of Chinese agricultural products and the reasons that the technical barrier to trade blocked the export of the agricultural products of China. On the basis of these, using the Larson model in an open economy and taking the Chinese tea export to Japan as the example, the author carries out the study on the impact of the technical barrier to trade on the Chinese agricultural export. The research results show that the stringent foreign technical standard is one of the obstacles to Chinese agricultural exports. With the increasing of the strictness of the maximum pesticide residues limits (MRLs) of Japan, compliance with the standard have imposed the additional costs to the tea producers of China and reduced Chinese tea export to Japan. It acts as a "green barrier to trade".The most nagetive impact shows that the Chinese tea export to Japan in Quantity has dropped about 17%. At the end of the paper, on the basis of above analysis, the author gives some proper suggestions.
