The agricultural policy is a general designation that government uses all policies to intervene agricultural and the rural economy activity, and it represents the view and expectation of government on agriculture and peasant. In the different times, the emphasis of agricultural policy goal also is different in the various countries because country has the nature, the economical and the social tradition is different. At present, our agriculture has move to a new times to develop modern agriculture. Traditional agricultural policy is not seasoned with the development of modern agriculture. Modern agriculture is promoted to be better, so that it can better serve the building of a new socialist countryside, an all-round well-off society and a harmonious society in the overall situation, and these urgent requirements of China's agricultural policy from traditional to modern changes. With the background of globalization, the successful experience of developed countries'modern agricultural policies is essential and useful to promote the building of China's modern agriculture. Looking around the world, modern agricultural policies of developed countries are different, and the paper analyses the agricultural technology innovation policy, agriculture policy on the promotion of agricultural, land policy and agricultural trade protection policies of the United States, Japan, EU countries as the main subjects, to ensure that it is valuable to our modern agricultural policy formulation and implementation.The dissertation analyses the background of modern agricultural policies of developed countries and theory beginning with the modern agriculture and the modern agricultural policy. Then, we summaries four policies that developed countries promote model agriculture including the agricultural technology innovation policy, agriculture policy on the promotion of agricultural, land policy and agricultural trade protection policies. The dissertation analyses quantitatively the effect of agricultural policy by using scalar model. Quantitative analysis proves that this is a revelation positively between developed countries'modern agricultural policy and the development of agricultural economy. In the end, after summarizing the experience that developed countries set down the modern agricultural policy, the dissertation brings forward some pertinent suggestions to constitution and implement of our modern agricultural policy.
