Study On The Modern Agriculture Development Policy In The Urban Area

Since the 1990’s, with the accelerated process of urbanization and modernization of agriculture, the urban modern agriculture in the coastal developed areas of our country has been appeared and rapid development. Represented by the large cities such as Beijing, Shanghai, and Guangzhou, these countries have used their actual conditions to carry out the theoretical aspects of innovation and practical exploration. They have also combined the urban construction with the development of modern agriculture, and promote each other at the same time. Finally, this approach not only to promote the rapid development of modern urban agriculture, but also effectively promote the process of UrbanizationIn our country, the process of urban modern agriculture development has been mainly dominated by the government. In actual operation, the issue about how the government through agricultural policy to guide the agricultural industry, guarantee the sustained increase in rural incomes, as well as promoting agriculture of city service function, and finally realizes the integration of urban and rural development, which is worthy of further research and discussion. In this paper, it is based on the national integrated development of urban and rural comprehensive reform pilot area of Suzhou city as an example, to explore the policy choice of the government to change the agricultural development mode and to speed up the process of urban modern agriculture under the new economic norm.The general research ideas of this paper are as follow: First of all, form the connotation of the discrimination and relevant concepts of urban modern agriculture,this paper reviews and analyzes the metropolis modern agriculture research progress both in domestic and international, summarizes the theoretical basis of the development of urban modern agriculture, and laid a theoretical foundation for the further discussionon the development of urban modern agriculture. Second, based on the related theory and practice of urban modern agriculture, this paper analyzes the present situations of the development of modern agriculture in Suzhou city, and combing the developing difficulties and opportunities. Thus, it provides the factual basis for the development policy of modern agriculture in Suzhou city. Third, this paper evaluates the operation situations and effects of agricultural policy in Suzhou city; meanwhile, it points out the gains and losses of the existing agricultural policy in support of the development of modern agriculture in the city. From the above analysis, this paper also puts forward some policy recommendations on how to improve the development policy of modern agriculture in Suzhou city, and I hope it can provide references for urban development of modern agriculture in other regions and cities in China.
