Study On The Implemontation Of Modern Agricultural Policy In Southwest Area

Agriculture is the foundation of our national economy, in the front end of the economic chain. Attention to and strengthen the foundation of agriculture is to accelerate the country’s economic development, maintaining social stability necessary requirement. Secretary of the Ministry of Agriculture Development Programme Qian Kerning said, Chinese "four modernizations Sync" short board that agricultural modernization, to achieve agricultural modernization, it is necessary to establish a modern agricultural policy support system with Chinese characteristics, as soon as possible.In recent years, Chinese agricultural policy began to tilt to modern agriculture, a large number of modern agricultural policies were introduced. In order to accelerate the implementation of these policies in Chinese modernization process of agriculture has made tremendous contributions. But these modern agricultural policy in the implementation process, there are still many issues need to be studied and improved.Southwest Chinese economic development is relatively backward, poor quality arable land, but also has the advantage of its unique climate and diversity of terrain conditions. Geographical features for the southwest region to develop modern agriculture, not only can dramatically change the status quo of agricultural development in Southwest China, but also promote local economic growth, alleviate place "three rural" issue.This article preclude the use of literature research and survey research, to have some relevant modern agriculture policy implementation research to sort, summarize, X is selected as a case study and field county-depth research, in-depth understanding of the development status of X county of modern agriculture, and to explore the problems and difficulties arise in the implementation of the county’s agricultural modernization process in modern agriculture policies. The use of policy implementation analysis of policy implementation cycle model body (local government) policy implementation in three phases behavior; Decision Framework for Institutional Analysis and Development with the implementation of the main policy (local government) and policy implementation object (peasants) between and interactive way between the two; the implementation of the five sessions, all kinds of factors that influence the effectiveness of the implementation of a comprehensive model of policy implementation policy by policy. X county policy implementation deviation reasons, summed up gaps in southwest Chinese modern agriculture policy implementation, and then puts forward a study on strengthening the implementation of modern agriculture, improve the capacity of local governments through the effective implementation of policy analysis tools to analyze these three to improve the implementation of local government policies, such as improving our scientific countermeasures of modern agriculture policy implementation.
