Current Situation And Countermeasure Of Agricultural Structure Adjustment Of Luohe City

Rational agriculture structure can accelerate development of the economy, improve people's life, enhance science and technology level, promote society stabilization and strengthen vigour. A historic change has been undergoing in the supply and demanding of agricultural products, from long period shortage to overall balance, since the advent of a new stage in China's agriculture development. Therefore, the adjustment of agricultural structure is becoming more and more urgent. In this study, based on previous relevant data on agriculture structure of Luohe City, some new problems and limited factors have been proposed and analyzed in the current situation of agriculture development. Meanwhile, the key countermeasure for agricultural structure adjustment in Luohe City is also suggested under the situation of construction of new rural area of socialism. The results are mainly as follows:1. Natural resources in agriculture such as the climate, land , water conservancy ,living things, history and current situation including social and economic condition and the agriculture develop have been investigated in Luohe City. Added value of agriculture and gross national product proportion comes down gradually; Added value of animal husbandry and the proportion general agriculture added value go up steadily, to reach general added value of agriculture 37.69%. Wheat and maize crops are still main cereals in the farming crops , accounting for 34.33% , 74.07% of the total planting area and the area of autumn grain crops respectively. The cash crop accounts for 35.47% of the total planting area;The ratio of grain and cash crop reaches 1.82:1; The planting area of vegetable increases rapidly.2. The problems in the agricultural productivity of Luohe City and their reasons have been analyzed. The level of science and technology in agriculture and the quality in science and technology for farmers are mostly lower; the level of market-oriented , informationization degree is lower; Agricultural structure contradiction is still outstanding; Geographic advantages do not come into show, there exists certain blindness in restructuring agriculture and tends towards isomorphism; The whole level of agricultural industrialization is low; The systemization degree of farmers is low; The security level of agricultural products is low.3.The agricultural restructuring countermeasure of Luohe City has been brought forward. (1)The idea of agricultural restructuring is clear, adjusting continually the internal structure of farming crops, developing animal husbandry energetically, accelerating forestry organism's habits system and estate system builds; (2)The industrial management of agriculture being pushed forward actively , bring a faucet into play sufficiently spurring an effect on, The agricultural structure adjustment being pushed forward deeply; (3) The finance of agricultural structure adjustment consolidate; (4) Impeling largely the builds of agricultures (livestock) product base which is no social effects of pollution, improves opening degree of agriculture to outside; (5)Reinforcing the construction of agriculture marketplace , information , security agricultural product mass etc. services system; (6) Doing well in training of farmer employment , drive a shift of surplus labor to the 2^nd and 3^rd industry energetically.
