Dualistic economic structure means the modern economic with the center of city and the traditional economic with the center of country existing together during a certain period. It is the inevitable phenomenon for developing countries and region, and it has become an unfavorable factor, which has hindered the development of social economy. Therefore, in the process of accelerated development, adopting effective measures and getting rid of dualistic economic structure are very important problems.After measuring the data of comparative productivity, dualism-based comparing coefficient and contrasting indices, the article, points out that the intension of dualistic economic structure in the Inner Mongolia is moreover serious, and the intension will become higher. In addition, the article researches the income gap between urban and rural, and finds that the gap is expending year by year. So the dualistic structure in production value and income are both getting to serious.Based on the theory of industry relevant, combining the resource advantage in Inner Mongolia, the article presents: one of the important ways to transforming dualistic economic structure is to develop agricultural and livestock products processing. The article analyses the relevant effect of agricultural and Livestock products processing, and concludes that the industry plays an important role in promoting the development of agriculture. Therefore, the government should pay high attention to developing the agricultural and livestock products processing, adding the value of agriculture products, in order to develop agriculture and get rid of dual economic structure.
