The livestock product processing is the important bridge which connect the animal husbandry production and the lives of the people need, The livestock product processing may extend the animal husbandry industry chain, deepening and expanding animal husbandry production.As the key link of the industrialization of animal husbandry, Animal product processing industry can expand the market of livestock product , and promote the development of animal husbandry, improving the overall efficiency of the economy in rural areas, and can have a significant multiplier effect on the development of the national economy. Development of animal product processing industry can increase the added value of livestock product , absorb surplus labor force in rural employment, increase comprehensive benefit of animal husbandry and increasing peasants ’ incomes, help to improve the international competitiveness of the livestock; raise the level of technical equipment, to promote the livestock . Hebei Province, in 2011 government work report proposed: during the"Twelve-Five",development advantages of livestock product, focusing on support leading enterprises, Establish and improve the four security system: livestock and poultry breeding, animal disease control, quality and safety testing, feed animal drug safety,Strengthen the safety management of the whole quality of agricultural products, Promoting the standardization of production, processing, marketing and other links. Therefore, "the 12th Five-Year" period is a good time for the development of livestock product processing enterprises in Hebei Province.This article establishes the livestock product processing analysis system frame in the industrial economy development rationale. First, uses the literature methodology to analyze the Hebei Province livestock product processing industry development present situation: the output value analysis and stage of development; Analysis of different industries, dairy products, meat products, egg products, wool and its products ; Second, Analysis of products processing enterprises in Hebei province, including three sectors present situation analysis ,livestock products standardized Analysis,Model Enterprise Analysis, the status of demonstration bases, the leading enterprises in structural analysis and export situation analysis;Third,Analysis of problems in the three categories of products processing enterprises in Hebei province ;Fourth, with the gray system theory, make the main livestock products market demand forecast for the next decade.Based on the above analysis to draw three conclusions:(1) Pork, beef, lamb annual per capita consumption will increase by 20 per cent to 30 per cent , poultry meat consumption will double.,in the next decade. The meat product processing enterprise annual output is high, but Small and medium-sized processing enterprise’s equipment and the production craft is backward, stores and transports the link to be weak, meat security worrisome. (2) Per capita consumption of fresh dairy products will grow more than doubled, milk consumption will grow by nearly a hundred points 80 in the next decade, The dairy products processing enterprise processing equipment is advanced, but its processing equipment and the packing material depend on the import basically. (3)The fur processing enterprises volume of exports is big,but most fur processing enterprises rely on OEM production there is no brand, long-term development of export tax rebate policy change affecting business, poor ability to resist risks. In view of three kind of livestock product processing enterprise proposed the countermeasure suggested: (1) The meat processing enterprises: the establishment of a modern slaughter and processing process, and improve meat quality and safety system, the establishment of a modern meat logistics system, increase investment in the poultry enterprise. (2) Dairy processing enterprises: increase the intensity of innovation, expanding the scope of application of high technology, increase the independent research and development of processing equipment and packaging materials, improving milk quality and safety. (3)Fur processing enterprises: Emphasis on brand strategy, and change to digest mode of trade export tax rebate rate, increase the effects of changes in scientific and technological content, so as to improve the enterprise risk.
