It is an inherent demand for State-owned enterprises to select and employ, through scientific test and assessment, a batch of leading talents with high quality, strong management ability and the capability of creating most outstanding achievement in the competitive market, so as to establish modern enterprise system, take the challenge posed by economic globalization, and further enhance their core-competitiveness. Therefore, it is no more suitable to the development trend to go on mechanically applying the method of State-owned enterprise manger test and assessment by leading cadres of the Party and government. Instead, we have no time to delay to build a set of scientific and practicable performance evaluation system for State-owned enterprise manger.The research purpose of the paper is to try to build a performance evaluating quota system that based on the present situation of State-owned enterprises and aiming at professional manager through the research on performance evaluation theory and method of State-owned manager. At the same time, it also attempts to carry out performance evaluation and target management by relaying on the science and technology information. Professional manager can have self—management and personal learning during the work flow at any time through this system. By using this system, shareholders and the board of directors can also effectively judge the performance of professional manager and give suggestion on correction, repay and encouragement in time.For the starting point according to what have said, this paper is exactly directed against the development course of the professional managers (POM), different definitions, the current appraised performance concept, current situation and trend of appraising etc. And then carry on analysis, survey and discussing. Make the POM concept, intension, extend, element and classifying, and the concept, the character of the appraised performance of professional managers to be clear. Then the concept has discussed the development, representative theory and method etc. of appraised index of professional managers'performance Combining the above analysis, the paper make the development trend of performance of professional managers to be clear. On the basis of analyzing the post of POM, combining the setting-up principle of the index of appraising and the index system, including personal qualities appraise index and personal business performance. The index of efficiency type after dealing with will be applied to the setting up of appraised method, drawing the integrated value of performance of professional managers. Combining ISM analytical methods, the paper carry on profound analysis to the result of performance of State-owned managerAt last, Combining the marketing inspector of certain state-owned enterprise—Company of shengdong, the paper try to test the appraise system as to this paper proposed.
