Urban Infrastructure Project Performance Evaluation Studies

In the process of rapid urbanization development,as a result of city infrastructure investment,construction and management system reform,The city infrastructure entered an unprecedented fast development time.The perfect city infrastructure system which serves for the economical development is shaping at present in our country,Our city infrastructure is at a passive and backwardness conditional which is gradually improved,But the level the majority of infrastructure project achievements appraised is lower than the developed country,even is lower than the world average level.This article proceed studying the elementary theory of city infrastructure project achievements appraisal,the concept of city infrastructure,the characteristic and the basic content are analyzed,the summary to the achievements appraisal in infrastructure project is carried on from the angle of economy, technology,society and environment.Through the investigation and study of present situation,the characteristic of the achievements appraisal in city infrastructure project is analyzed,The existence problems of achievements appraisal in city infrastructure are analyzed.For example:the insufficient emphasis leadership,the imperfect plan,the scarce training work,the overlooked process,the formal process,the unfeedback inspection result,the unreasonable hypothesis target,the unfull diagnosis,the deficient reward methods,the reasons for which are analyzed.Follows,the research on indicator system which influence achievements appraisal is carried on,which is the theory basis of constructing the appraisal indicator system.Utilizing the domestic and foreign projects achievements appraisal theory, the management by objectives theory,combinating the principle of feasibility and usability,qualitative and quota,fuzzy and accurate,the new system for the main content city infrastructure achievements is initially established,for whose content are the quality control,the economical management,the progress management,the safety control,the organization management,the project vigor,the social environment,the owner' s satisfaction.This indicator system can appraisal the management achievement in city infrastructure project better.Then in view of the characteristic of the appraisal system, compared with the weight establishment method which in commonly used at present,at the basis of this,AHP—Analytical Hierarchy Process is proposed in achievements appraised.Finally,applied this model to the infrastructure project of D city,the powerful application and operational in the achievements appraisal are visible.
