This century, with the rising of information economy and the arriving of fiercecompetition, the high quality of staff is exactly the core problem of competition amongenterprises. While, education and training is the most effective way of human resource.So, modern enterprises should construct the effective training system of enterprises whichis based on the new ideas and the common aim of enterprises. We should enforce andmodify the employee training continually in order to keep the advantage of humanresource and keep the advantage of enterprises in the market. But, form the angle of thehigh management class of enterprises, they always think the cost of education andtraining is so high while the result is not so good, even there's no result. In fact, thereason of above is that we must construct a kind of training management model which isfit for the development of enterprise and which is operative and effective for theenterprise.This article is based on the question which exists in the training management. At first,I analyzed the cognitional disfigurement which has caused the current trainingmanagement problems. In order to overcome this kind of shortcoming from the trainingactivities, there must have a perfect course of programming, implement, ensuring andmodifying. This course is divided into the following aspects: choice and constitution oftraining stratagem, constructing of training system, supervising and assessing of trainingactivities. This article is discussed enclosing this main line, splitting into six parts:1. The first part expatiated the meaning and background of training development of titleselecting, training development, the main content and the main ways of studying ofthis paper.2. The second part mainly expatiated the importance of training, then analyze theimportant problem and the reason of it.3. The third part mainly expatiated training program of training management. First,analyze the training stratagem from three levels and how analyzed how to choose it. Based on it, introduced how to make training stratagem in details.4. The forth part mainly expatiated training implement of training management. Firstintroduced rules and ways of training implement, then used a diagram to describe theprocess of training and last, introduced the controlling of three difficult points.5. The fifth part expatiated adjusting and controlling ways of training and it's ensuringmeasures, including the followings: adjusting and controlling of training plans,supervising of training policy, training controlling of process and training assessing.6. The six part summed the entire contents of this paper, from the whole trainingmanagement, to construct the right training system, to realize the all-sided trainingmanagement, to prepare well in order to become an organization of types of learning.
