Problems And Solutions On Present The Government Public Construction Procurement In Our Country

"The 17th National Party Congress" has set forth the aim of "stepping up structural reform of administration, building a government at people's service." However, influenced by the former planned economy system, there are some problems about the present system of government public construction procurement , which results in corruption of a succession of officials on communication construction. Some province even has its three successive ministers of communications be involved in bribery. Researching for what's the problem and suiting the remedy to the case help to improve government public construction procurement system, provide more cheap but good public projects for society, concern more about immediate interest of broad masses of the people, further implement the principle of building a government at people's service.Our country has joined WTO, sooner or later it will join Government Purchasing Association (GPA). Joining GPA will exert a significant influence on government purchasing projects (GPP) since it is inside the range of GPA. As a result, the issue of government public construction procurement is meaningful and of great theoretical value.Proceeding from China's actual condition, this paper aims at pointing out some problems and providing some solutions about government public construction procurement guided by the principle of "emancipate the mind, seek truth from facts, move forward with times" through normative, comparative study.The whole paper consists of three parts apart from introduction.Part I focuses on interpreting related theory about government public construction procurement. This part elaborates characteristics, classification, function of government public construction procurement.Part II aims at analyzing present situation about government public construction procurement. Firstly, this part gives a brief account of preliminary achievements of GPP on saving financial fund , promoting the energy-saving policy, advancing macro-adjustment and control . Secondly, it reveals main problems about government procurement's public such as not-so-sound legal system, unreasonable unscientific structure, not-so-qualified officials. Thirdly, it analyzes the reason from the aspect of indistinct property right, Isolated rules, uncompetitive atmosphere, information release being not in place, the lack of professionals.PartIII aims at discussing solutions on improving government public construction procurement from the prospective of strengthening legal GPP system, raising government purchasing agents'qualities. The creative point in this paper lies in proposing new ideas after revealing the problems.The following are the new ideas:Encouraging the fund of private citizens'get intervening the process of government public construction procurement and breaking the monopoly so that the atmosphere of fair and public competition can be built and corruption can be eliminated once and for all. Reforming the system according to entrepreneurship and raising the efficiency of DPP. Bring contract system to government public construction procurement administration so that purchasing agents can manage GDP by themselves and the administration can be more efficient and clean. The implementation "a generation of organicity", controls the government investment project ultra "three (budgetary estimate ultra estimate,budgets ultra budgetary estimate, makes a final accounting ultra budget), the containment project is corrupt; The implementation picks the tube separation, establishes the government procurement center,"the athlete" and "the reffree" will separate and so on, these new mentalities will have the certain model significance to our country government procurement system consummation.
