Study On The Tendering-Bidding Supervision Of Guangxi Government Procurement

The scale of our government procurement became more and more larger, and the government procurement will be achieved through tendering and bidding by more and more governments. While, the procurement in such way is a weak link of purchasing activities in the local government in Guangxi which should take some necessary action to perfect the supervision of the procurement in order to promote the government’s procurement in a healthy development.The procurement of Guangxi government have got a good result, but there are still some problems on supervision, mainly including the conflict between the government and local protectionism, the poor supervision on tenderings and biddings and the Tender evaluation and so on. The reasons of these problems are mainly about the legal system is not perfect on government procurement, the unhealthy supervision system and the failed supervision, etc.The comprehensive management mode of Hubei province does a good job in the supervision of government procurement. The government’s policy mainly have strengthening the comprehensive supervision, integrating the biddings and tenderings platform, making the system of Tender evaluation legalization, normalizing the tendering and bidding market order, etc. Guangxi should learn from the method of Hubei government. During the reform of government procurement, Guangxi government should combine with own actual reality in making policy which could tighten the supervision over government procurement so as to construct the special supervision model of Guangxi. The idea of the special supervision model are innovating the management system and the working mechanism and solving the way of problem, summarizing and spreading the supervision experience of Hezhou city. The mainly method of constructing a special supervision model of Guangxi contain perfecting law of the government procurement, constructing a multiple, whole process and all-round system, etc.
