Currently, small and medium-sized private enterprises in china have been exposed a lot of problems along with increasingly development, because of their history and development problems, such as decisions about "person" lacking of effective control, disjunction between salary and performance, management methods made mostly by experiences and imperfection of communication and feedback mechanism. Nowadays, these problems have seriously influenced the further development of small and medium-sized private enterprises in china. A great deal of facts have proved that designing effective and scientific performance management system is very necessary for their management.The section manager is the main creator of enterpeise value and organizer in production and management activities. They are running hinge of the enterprise, playing an important role of connecting link between the preceding and the following in delivering corporate culture. Performance management is the core item of modern human resource management, and establishing scientific small and medium-sized private enterprises management system not only can fully mobilize their positivity to achieve high performance which supplies gist for middle-small's rewards and punishment, profession career development, training chances,but also certainly can push the improvement of all employees performance level. At the same time, the section manager appraisal process is also performance management training processe. Only after the section manager accepting the principle of performance management well, the section manager performance management process can become demonstration to all employees, and it will become a company's standing power headspring.The CJJX company is a typical example and has a certain representative about its growth process and its facing problems in numerous small and medium-sized private enterprises in china. This paper takes the section manager of the CJJX company as a research object. Combining the reality of HR management of CJJX company, this paper has used performance appraisal theories, and methods at home and abroad comprehensively, thus successfully creates this performance management system which is suitable for CJJX company. The author designes the new section manager performance management system on the basis of the overall analysing the company original performance management system. Then, the paper is composed of four parts, the first part introduces the related theories of performance management in detail;the second part evaluates the company original performance management system;the third part takes effort to design a new section manager results performance management system. The author hopes that it can have benefit to the development of numerous small and medium-sized private enterprises in china such as CJJX company .
