Small and medium-sized private enterprises in our country since the reform andopening-up, have achieved rapid development and also become an important part of nationaleconomy. In the national economic development, economic structure adjustment andestablishing and perfecting the socialist market economy system plays an important role. It isan important force to promote China’s sustained and rapid economic growth.However, in thebackground of economic globalization, market environment change, the small andmedium-sized private enterprises gradually exposed inherent shortcomings and theinsufficiency. Among them, key factors restrict the rapid and continuous development of thesmall and medium-sized private enterprises is the backward on the human resourcemanagement, and it is well known that the performance appraisal is the foundation and coreof human resource management, for training, compensation, promotion, and provides somereferences for career planning, etc. Therefore, how to build a set of scientific and reasonableperformance appraisal index system, fully mobilize the employees’ positive initiative, is veryimportant, in the process of the small and medium-sized private enterprises develop. Based onthis, in this paper, the small and medium-sized private enterprises should launch a study forbuilding performance appraisal index system.First of all, this paper related to performance appraisal of a systematic review on thecurrent situation at home and abroad, for the author provides a research direction. At the sametime on the performance evaluation related concepts and methods in detail, provides the basisof scientific and normative research guidance.Secondly, the article on the current situation, problems and the cause of the small andmedium-sized private enterprises are analyzed in detail, for later construction of objective andpractical small and medium-sized private enterprises performance evaluation index system tolay the foundation.Again, based on the small and medium-sized private enterprises’ current situation,problems and the reasons, the Delphi method and analytic hierarchy process (ahp) was used toconstruct a suitable staff performance appraisal index system for small and medium-sizedprivate enterprises.Finally, in X’s case, the above build employee performance appraisal index system ofeffectiveness and practicality are verified.Results show that the construction of small and medium-sized private enterprises staffperformance evaluation index system in practice is relatively effective, build a performanceevaluation system to provide reference for other small and medium-sized enterprises.
